When it comes to Fox's X-Men movies, Halle Berry's Sue Storm is among the most powerful mutants in the franchise. In the MCU, Elizabeth Olsen's Scarlet Witch easily takes the lead when it comes to the most powerful Avenger, although by the end of Doctor Strange 2 she is far from her roots as one of Earth's mightiest heroes.
In terms of power, however, the latter blows Storm out of the water, even though the mutant has proven to be a force of nature in both the comics and the X-Men movies.
It's safe to say that the X-Men movies under the Fox banner left a lot to be desired when it comes to Ororo's true potential. While Storm in the comics is an Omega-level mutant whose powers know no bounds, the X-Men movies only touch a fraction of her destructive powers on screen. Still, Halle Berry's Storm was still one of the deadliest mutants in the franchise, as her command of force fields makes her an indomitable force.
