Masashi Kishimoto is known as a master craftsman of characters, and deservedly so. Naruto is not only known for its fighting and jutsus but also for its beautiful character development arcs. Kishimoto believes in giving each character a twist, and he has done the same with characters like Sasuke and Itachi Uchiha.
But you'd be shocked to know how indecisive the mangaka actually was. He had no set plan for the manga and even the main characters were built per chapter rather than planned from the beginning.
In an interview, Masashi Kishimoto admitted that he hadn't planned too far ahead when he started Naruto. In fact, he was making things up as he went. And that also applies to the backstories of some major characters.
