If you're okay with buying items from the Pearl Shop, you can buy the Splat Fisher's Clothing Set or the Da-Dum Da-Dum Diving Suit Set (each set costs 2200 gems) which will increase your swimming speed significantly (+90%). However, if you don't want to spend gems, there are good options to both increase your movement speed and extend your breathing time underwater.
