The first Buddha's eyeball can be found right at the beginning of Fright Cliff. After defeating the king and other prince of floating lands, cross the nearby bridge to enter Fright Cliff.
Keep moving forward until you find the first Buddha's eyeball. Remember to defeat the nearby enemies first, otherwise collecting it can be quite a hassle.
