The side mission is as simple as feeding Nibbles in V's apartment complex. Nibbles will show up in your apartment after this, and not even Johnny is immune to the cat's bald charms.
Whether you decide to adopt Nibbles or not, it looks like the cat is showing up somewhere other than your apartment in Update 2.1.
One of the appeals of adopting Nibbles is that you will be able to take pictures with the cat. You can do this by opening the photo mode and scrolling to Pose. Select Nibbles in the Character option and take as many selfies and pictures with him as you want.
