Most cake flour does not contain a rising agent, so you will still need to combine it with a leavening ingredient like baking powder or baking soda, but you may see a brand or two that does advertise self rising cake flour, which is also okay.

Some recipes call for both baking powder and baking soda. Basically, the reason for both is because sometimes you need more leavening than you have acid available in the recipe. It’s all about balance. Another reason to use both baking powder and baking soda is because they affect both browning and flavor.

Does cake flour have baking powder in it? No it doesn’t. Cake flour doesn’t contain any raising agents. So when using it, you will need to use baking baking powder or baking soda into your cake.
