Q. Does Cho Gath lose stacks?
According to the new patch notes, Cho’Gath will no longer lose Feast stacks on death and can now stack infinitely off champions and epic monsters (Baron, Dragon, and Vilemaw). Previously, Cho’Gath was the only champion who experienced a reverse-snowball effect in that he would actually become weaker upon dying.
Q. Why does Cho Gath get so big?

Q. When to use cho’gath’s ultimate up or down?
Cho’Gath gets significantly more kill pressure with his ultimate up. If you know you cannot kill your opponent when you hit 6, just feast on a minion. Do not waste time. You want to get to 5 or 6 stacks by the time you are level 11 so that you can unluck Warmog’s Heart passive. Laning should be a breeze after that.

Each stack of Feast gives Cho’Gath 4.9 / 6.2 / 7.5 attack range, up to 49 / 62 / 75 bonus range. Cho’Gath can only gain 6 stacks from minions and non-epic monsters, but Feast can stack infinitely.
