The best build for Raiden Shogun is the Emblem of Severed Fate artifact set along with her signature weapon, Engulfing Lightning. Both increase Raiden Shogun's Energy Recharge, which is an important stat in her kit. More than her signature weapon, running the Emblem set is important as a 2-piece set gives her 20% energy charge and a 4-piece set increases her burst damage by 25% of energy charge.

Engulfing Lightning is the best weapon for Raiden Shogun for two reasons — it has an Energy Recharge substat of 55.1% (max) which is important for Raiden Shogun and its passive increases attack by 28% of Energy Recharge over base 100%.
