You can get there the quickest by flying to Sandgem Town, surfing to Route 219, going south to Route 220, then northeast to 221. Start the Catching Show in Pal Park. There is no way to do in Pearl, however you can get them in Pokemon Platinum. Remember, those locations are only accessible in Pokemon Platinum. You can trade back those Pokemon from that game into Pearl, keep them all in your party and head to Snowpoint Temple to encounter Regigigas.

There is a rather large statue of an ancient Pokémon (in Diamond, it is named as Dialga; in Pearl, Palkia; and in Platinum, it is a combination of both) on the east side of town. The statue was once the main center of festivals in the town, although signs of the town’s culture and rituals have started to slip away.

In the Pokémon Adventures manga, the statue in Eterna City is neither Dialga or Palkia but a combination of the two statues. This is a reflection of the statue’s appearance in Pokémon Diamond and Pearl and Pokémon Platinum being ambiguously shaped in order to represent a different member of the duo in each game.
