Jori, the Elder Inquisitor is hiding in the Darklight Catacombs in Elden Ring Shadow of the Erdtree. As such, Jori is the final boss of this catacomb, and you must complete it to face him. You will find these catacombs if you follow downstream from the ruins of Unte.
However, note that you must enter the Shadow Keep and defeat the Golden Hippopotamus even to progress and reach this area in Elden Ring Shadow of the Erdtree.
