There is a difference between designed and constructed items in Dwarf Fortress. Designated objects such as stairs are carved out of solid rock or stone. Whereas engineered stairs for example are built from other blocks such as wood or stone.
Now, how do you remove the items that you no longer want there? Quite simple actually. First, click on the hacksaw icon at the bottom left of the screen, then click on the crossed stairs icon on the right.
