The sensor is first needed in the early story mission of Wuthering Waves where Rover decides to help Jianxin find the missing person Zhiyuan outside the city of Jinzhou. You don't need to do anything special to unlock the sensor in Wuthering Waves.

Simply play the early story mission until you reach Jinzhou City and get the Grappling tutorial. After that, the sensor, levitator and grappling hook will be unlocked for your character.
