Apple reluctantly bows to the European Commission's demands to adapt iPadOS to the changes planned for iOS. It has also reluctantly added two conditions where the Core Technology Fee will not apply.

Apple hasn't given a date for when the changes would take effect, saying only that it would be "later this fall." Developers will be able to choose "Alternative Business Terms" for apps in the EU or stick to Apple's existing terms.

The European Commission dismissed Apple's appeals that iPadOS should not be placed on the Digital Markets Act's Gatekeeper list because it has a relatively small number of users compared to the iPhone and iOS. This, Apple argued, meant it did not meet the gatekeeper threshold.

However, the EC responded: "Apple's number of enterprise users exceeded the quantitative threshold eleven times, while the number of end users was close to the threshold and is predicted to increase in the near future."
