Instead of serving as the basis for Infinity War, Joe and Anthony Russo's Civil War could have been more than what we got.

Tony Stark Vs. Steve Rogers – The Last Monk (2016) Captain America Civil War

The MCU has often been criticized for its contemptuous nature when it comes to holding its heroes accountable for their actions. But Captain America: Civil War proved to be an exception, at least during its beginning, when the Avengers were called out over the destruction of Sokovia.

However, this aspect is brief to set up a conflict between Steve and Tony, which contributes to the events of Infinity War. While the movie is by no means bad, arguably one of the best pre-Infinity War movies the MCU had to offer, there was also a colossal waste of potential.

While they have some interesting ideas throughout, especially the whole Sokovia Accords ordeal, which leans heavily towards Tony's guilt over the events of Age of Ultron, these aren't explored enough. The film eventually becomes a goose chase between Black Panther, Captain America and Iron Man, which leads to Tony finding out that Bucky is his parents' killer.
