How to unlock Adachi depends on which version of the game you are playing. In the original Playstation 3 and Xbox 360 versions, the only way to unlock Adachi is by purchasing him. He can be purchased from either Playstation Network or Xbox Live Marketplace. There is no other way to unlock him for free.
However, this is different in the new Playstation 4, Switch and PC edition. The re-released version of the game already comes with all DLC included at no extra cost. This means you will have access to Adachi from the start! However, you need to unlock his story mode.
