On Thursday, the EU Council will vote on a bill that would seek to protect children online by banning confidential communications.

Known to detractors as Chat Control, the proposal aims to prevent the online dissemination of child sexual abuse material (CSAM) by requiring internet service providers to scan digital communications – private chats, emails, social media messages and photos – for illegal content.
The proposal [PDF], which acknowledges the difficulty of explicitly banning encryption, calls for "client-side scanning" or "upload moderation" — analyzing content on people's mobile devices and computers for certain inaccuracies before it is encrypted and transmitted.
