Torsion Springs can be found by raiding forts and taking down ships. The ships that drop this are rare and also hard to defeat. In general, forts are easier to find and defeat. In either case, make sure you're level enough and have good gear before attempting to raid the forts.
One of the easier forts to go after when looking for Torsion Springs is Fort-du-Bout. This is a military base with some good possible loot options. Highlighted in the image below you see the map for Fort-du-Bout.
There are two springs available at this fort that you can loot. For that you need to loot it up to level 5. To loot this fort you need to kill all the enemies in the fort. Some ships will also attack you, and you will have to defeat them.
