The actual process of getting it is quite simple. All you have to do is get to the Maze of Tribulations, which is a secret dungeon that you can only access at the end of the game.
From there you have to go to the fourth floor, which has false walls that you can walk through. Once you enter the floor, run forward and take an immediate right at the first room you can turn into.
