The quest to repair your broken tracker is long and will require you to acquire several items in the Slums.

After exploring Doc's Secret Room with Seamus, you will then be able to pick up the tracker sitting on top of one of the shelves. However, Seamus will tell you that it is currently broken. To fix it, you need to find someone who can do it.

A few conversations with other NPCs later, and they'll tell you that the only one who can fix it is Elliot. You will find him in his shop on the street just to the left of the bar. The only problem is that when you ask him to fix your tracker, he will tell you that he won't be able to because he feels cold.
