Robert Singer was formerly a soldier who had fought in the Vietnam War. We have seen him before in The Boys Season 2 where he was the US Secretary of Defense. He had a meeting with Stan Edgar about Supe's involvement in the military. In The Boys Season 4, Robert Singer is a Democratic President-elect of the United States with Congresswoman Victoria Neuman as his Vice President-elect.

He also tried to ally with Annie aka Starlight to get rid of Homelander's supporters but had to break this alliance after Starlight beat Firecracker on live TV.

The character Robert Singer played by Jim Beaver also has an interesting purpose. The name Robert Singer is a gag on the character he played in Supernatural along with the producer of the show who are both named Bobby Singer and Robert Singer respectively.
