The upcoming Max series, The Penguin, has all the elements to introduce the Court of Owls as the main antagonists of The Batman – Part II. The series is set to chronicle the rise of Colin Farrell's The Penguin as he attempts to take control of Gotham's criminal underworld following the death of Carmine Falcone and the flooding of the city.
One of the most important parts of Gotham's history is the Court of Owls, the secret society that has controlled the city since its inception. While many have speculated that Matt Reeve's The Batman – Part II may introduce the popular antagonists, Farrell's The Penguin may just lay the groundwork for that.
The Court of Owls was created by legendary comics writer Scott Snyder and artist Greg Capullo in The New 52 continuity of the DC comics. They were purported to be Batman's main antagonists in the plot and consisted of Gotham's elite and powerful. The Court politically and financially controlled the running of Gotham City.
