Ubisoft Massive's creative director, Julian Gerighty says that Star Wars Outlaws will break away from the usual Ubisoft open world formula. Gerighty says that while Ubisoft Massive is part of Ubisoft, its approach and philosophy are distinct.

His team is dedicated to making sure that Star Wars Outlaws is different from the typical Ubisoft open world game. Historically, Massive began as an independent studio, later becoming part of Activision before joining Ubisoft, which has allowed it to develop a unique creative DNA.

The concept of Star Wars Outlaws first came up at E3 2018 in a conversation between Ubisoft Massive's then-CEO David Polfeldt and Disney. This led to a partnership between Massive and Disney, with Star Wars being the chosen project.
