Could Destiny 2 have peaked during The Final Shape?

It hasn't been long since Destiny 2's major expansion, The Final Shape, released after a long wait. With it, the Light and Dark saga finally came to an end.
Bungie hasn't stopped there though, releasing more content to continue the story for players after the events of the expansion. According to public opinion, however, the studio doesn't seem to be hitting the mark.
Destiny 2 Episode Echoes Act 2 brings tons of new things to do. From the official website:
