You need to get a rope at Time on Frog Island in order to attach the sail to your boat. As with other missing pieces, you'll need to complete a series of tasks first. Fortunately, the rope is probably the easiest to obtain of all the missing parts.
In this guide I'll show you how to get the rope you need for your ship.
First of all, you want to talk to the fishing frog standing on the edge of a cliff. You'll find him northwest of the painter's house, just past the pond with lilypads. Talk to him to ask for a rope, and he'll ask for a feather in exchange.
