If you want to get to rank 2, you only need to spend 2,000 soul ash TOTAL. So, if you already spent 1250 to make a rank 1, you will only need 750 ash to upgrade to rank 2 (plus the rank 2 base item of course). You do NOT have to build them in order.

So if you’ve already crafted a Rank 1 Legendary, it’ll cost you 750 Soul Ash to get it to rank 2, in addition to the cost of a rank 2 base item.

Remember that you can’t upgrade Legendaries once they have reached Rank 4. Any upgrade requires a new base crafting item that is at the Rank you want to upgrade to and 100 Soul Ash per level you want to upgrade. For example, if you are upgrading from Rank 1 to Rank 3, you will need 200 Soul Ash.
