Process Maturity Framework explores the ways to introduce quality practices in software development. Humphrey and his colleagues introduced incremental stages to adopting best practices in software organization. CMM then became the foremost standard for appraising the capability of software development organizations.

There are five levels of maturity included in the PM Solutions Project Management Maturity Model.

• Level 1: Initial Process.
• Level 2: Structured Process and Standards.
• Level 3: Organizational Standards and Institutionalized Process.
• Level 4: Managed Process.
• Level 5: Optimizing Process.
• Objective 1: Industry-Wide Assessment.

Two of the most widely used process maturity models—the SEI’s CMMI and the Object Management Group’s Business Process Maturity Model (BPMM)—both define five-level maturity models with corresponding process areas at each level, as listed in Table 5.3.

The performance management perspective on organizational maturity provides us with five levels of evolutionary growth. Each level is characterized by a common approach towards the organization’s main operational levers: Tools, Processes, Governance, Architecture, Integration.

Maturity models are frameworks which help to assess the maturity level in a specific domain. Process maturity models aim at appraising an organisation’s level of process-centricity. They help to measure how effectively and efficiently the organisation is working, by means of its process management capabilities.

Maturity is the date on which the life of a transaction or financial instrument ends, after which it must either be renewed or it will cease to exist.

Maturity is defined in three stages: Starting, Developing and Maturing.

PM Solutions determined three areas that exert significant influence on the adoption of project management practices: the project management office (PMO), management oversight, and professional development. Each area is given special attention in the maturity model (see Figure 3).

The maturity of a process or activity can be defined to be at one of five levels, from Level 1 (the least mature) to level 5 (the most mature). The processes at higher levels also address the features of the lower levels. The ground level is Level 0 where no process exists for the activity.

The Four Phases of Change

• Phase 1: Denial. In this stage individuals go through withdrawal and focus on the past.
• Phase 2: Resistance. In this stage be prepared, because you will see anger, blame, anxiety and depression.
• Phase 3: Exploration.
• Phase 4: Commitment.

The Performance Management Maturity Framework provides the ability for organizations to holistically assess their performance maturity and understand the most effective means to improve performance, using one consistent approach.
