If Lok Sabha fails to pass the annual union budget, the Prime Minister submits to the Council of Ministers to resign. Technically, this means that the government has lost its vote of confidence in Lok Sabha and must resign.

When the annual Union Budget is not passed by the Lok Sabha, the Prime Minister submits the resignation of Council of Ministers. If the budget is not passed under any condition in parliament then it can be understood that the ruling party is in minority.

The budget, which is presented by means of the Finance bill and the Appropriation bill has to be passed by Lok Sabha before it can come into effect on 1 April, the start of India’s financial year. While a ‘Vote on Account’ deals only with the expenditure side of the government’s budget.
