Technology transfer programs move federally funded research products and technologies from the lab to the marketplace. This results in increased visibility and value for research programs and demonstrates the relevance of partnerships.

Steps of the technological design process include: identify a problem, research the problem, generate possible solutions, select the best solution, create a model, test the model, refine and retest the model as needed, and communicate the final solution.

Technology transfer (TT) refers to the process of conveying results stemming from scientific and technological research to the market place and to wider society, along with associated skills and procedures, and is as such an intrinsic part of the technological innovation process.

There are many problem with transfer of technology in developing countries:

• Lack of pool of scientists and researchers in specific domains.
• Brain drain.
• Small market size.
• Bureaucratic climate.
• Inability to make public investments in appropriate research and infrastructure.

Sharif [5] also divides technology transfer barriers into four groups: organisation-ware, information-ware, technique-ware, and human-ware. Mojaveri et al. [7] also use a four-group classification; however, the categories they use are different and include technical, attitudinal, cultural, and market barriers.

Main Issue Technology transfer plays a critical role in the effective global response to the climate change challenge. Since technology is a source of greenhouse gas (GHG) emissions, achieving global reduction of GHGs requires innovation to make current technologies cleaner and climate-resilient.

The level of technology is also an important determinant of economic growth. The rapid rate of growth can be achieved through high level of technology. Schumpeter observed that innovation or technological progress is the only determinant of economic progress.

In economics, it is widely accepted that technology is the key driver of economic growth of countries, regions and cities. Technological progress allows for the more efficient production of more and better goods and services, which is what prosperity depends on.

Information technology has played a significant role in improving the quality of life in rural areas and helped an average Indian farmer to get relevant information regarding agro-inputs, market support, management of farm, agri business, agro finance, crop production technologies and agro processing.
