The War Within expansion of WoW has four new factions and the Council of Dornogal is one of them. This faction is unlocked when you complete "Impossible Odds" which is part of the Isle of Dorn opening quest.

Each faction has a specific known quartermaster. The famous quartermaster of Dornogal's council is called Auditor Balwurz. He sells a variety of items such as cosmetics, companions, notes for various professions, etc

And that's it for the location of the famous quartermaster! Next, I suggest you check out The Forging of Memories quest located just outside of Dornogal. You can complete this mission in just a few minutes for free rewards!
